Yeah, after that whole thing, I've been talking about the reavers nonstop. There were plot holes. o.o You totally patched them up...
Another thought: It's possible, if they covered up what happened on Miranda, that they might have treated the air on other planets and covered it up too? Which might explain the number.

It's entirely possible that it wasn't a single planet experiment. As Miranda lies at the heart of Reaver territory, we have to assume that if there were other plantes involved, they were smaller and/or directly adjacent to Miranda. Also, after the experiment on Miranda failed, the Alliance may have tried to perfect the pax and then tested the new variation somewhere else, and who knows what results that new chemical may have had?
It's also possible that the Alliance may have used pax as a weapon at some point---most probably in isolated areas, where it would be easy to contain it and keep it quiet.
